Introduction to the Department

The Department of Police and Law at Kwangju Women’s University aims to cultivate competent female police officers equipped with a strong sense of calling as police officers, professional knowledge, and efficient practical response abilities. Each year, the department produces successful police officer candidates accounting for more than 15% of its admission quota, and in particular, it continues to maintain its reputation as a “prestigious department with a high success rate of female police officer candidates while enrolled.” In doing so, the department is building a tradition as a prestigious university representing the region south of the Han River in producing female police officers.

Even after passing the police officer examination, alumni of our department have shown remarkable achievements, including serving as promotional models for the Korean National Police Agency and graduating at the top of their class from the Central Police Academy. In addition to becoming police officers, graduates are also advancing into various fields such as the financial sector, the legal profession, and general public service.

Going forward, the Department of Police and Law at Kwangju Women’s University will continue to maintain its reputation as “the nation’s top department for the success rate of female police officer candidates while enrolled” and will create the “myth of achieving a 100% employment rate.”

To achieve this, the Department of Police and Law operates an employment-responsible professor system for employment support, a police officer examination preparation class for enrolled students, a basic learning competency program for major studies, support for obtaining various police-related certificates, and study groups for law school and graduate school admission. Professors, enrolled students, and all department members are working together to achieve the goal that “if you invest four years, you can secure fifty years.”

We promise to be a department that students must attend to become female police officers in Korea, a department that students must graduate from to become truly competent female police officers in Korea, a department where students study with pride, and a Department of Police and Law where students can realize their dream of becoming police officers.

Vision

The outlook is very bright. The reasons are as follows:

  1. Crimes in which women are victims, such as sexual violence and domestic violence, are increasing day by day. It is desirable for such crimes to be handled by female police officers.

  2. While the proportion of female police officers among all police officers exceeds 10% in major foreign countries, it is only about 3.5% in Korea. Therefore, a significant increase in the number of female police officers will be inevitable in the future.

  3. As seen in “female police officers who catch generals,” which has recently received media attention, female police officers are fully performing their roles in the field with the delicacy, softness, and sharp sense unique to women, earning strong trust within the police organization.

Currently, nearly 700 female police officers are recruited regularly three times a year, in March, July, and October, making this one of the widest opportunities for women to enter public service. As already reported in the media, the system of alternative service, such as auxiliary police and combat police, is gradually being abolished in order to secure active-duty soldiers. By replacing these personnel with regular police officers, more than 10,000 police officers are expected to be recruited each year for approximately five years from 2008 to 2013. This is truly a great opportunity for those who are prepared.

  1. Police National police, autonomous police, and special guidance for those seeking to become police executive candidates → Equivalent to graduation from the Korean National Police University: police station section chief, police substation chief

  2. Prosecution, courts, general administration, educational administration, taxation, customs, correctional service, female military service, commissioned officers and non-commissioned officers, National Intelligence Service, protection and security instructor, housing manager, licensed real estate agent, social worker, minor, and others It is easy to obtain various nationally certified qualifications.

  3. Advancement to graduate school, law offices such as attorney offices, and operation of martial arts gyms

  4. Protection or security duties at airlines, Samsung Electronics, Kangwon Land, S-1, department stores, and other organizations

  5. Advancement into various public corporations and companies

  6. Eligibility to apply for special recruitment examinations for bachelor’s-degree police sergeants, police special operations units, and graduates from police-related departments : Advantage => competition ratio of approximately 7:1, Administrative Law instead of English

  7. Additional points and preferential selection when applying as event officers or non-commissioned officers in special branches of the Army, Navy, Air Force, and female military service : Special branches => legal affairs, military police, etc. / courts, prosecution, and police in society : Non-commissioned officers => college graduates may be promoted to commissioned officers

Course Descriptions

01 Introduction to Police English

This course focuses on acquiring professional knowledge of English vocabulary and grammar. Based on the knowledge acquired, students can improve problem-solving abilities through self-directed learning and comprehensive thinking skills.

02 Introduction to Police Science

This course aims to provide a systematic understanding of the overall field of police science. Students comprehensively organize basic concepts related to police science and study and examine problems arising in the police operation process as well as policies currently being discussed or promoted. As essential research and theory in police science, students learn basic knowledge of police personnel administration, police organizational management, police budget management, and police systems in various countries in order to clarify the developmental process of police science.

03 Introduction to Jurisprudence

As the most fundamental subject for students studying law, this course helps students learn the basic theories of jurisprudence, the basic principles of current law, and the developmental process of law. Through education required as a foundation for legal practice, students recognize the system of the overall legal order and the importance of law in society, and cultivate legal thinking abilities. Specifically, students study the general structure of legal systems, including constitutional law, civil law, criminal law, administrative law, commercial law, and social law.

04 Police English Immersion

This course helps students learn the basic principles of English and question types from previous examinations, and study the core basics of English grammar. Through grammar questions and vocabulary from previous examinations, students can improve their English learning ability by understanding the flow of English examinations, important questions, review tests, and practical questions.

05 Theory of Comparative Police System

This course examines the historical background, legal basis, personnel management, organizational management, and operational characteristics of police systems around the world, as well as their institutional characteristics. It also reviews cases of police activities in various countries and introduces the strengths and weaknesses of police systems based on continental law and Anglo-American law, thereby helping students understand Korea’s police system.

06 The Constitutional Law

This course analyzes the basic legal order and fundamental institutions, identifies the basic ideas and principles embodied within them, and examines fundamental rights and governing organizations. As the fundamental law of the state, the course examines the general theory of constitutional law and analyzes and studies the overall content of fundamental rights granted to each citizen, divided into general and specific parts.

07 Police English Reading

This course improves English reading comprehension so that students can read and understand various original texts and English newspapers. Based on this reading ability, students acquire refined sentences and usage, and further cultivate logical thinking and creativity.

08 Theory of Police Management

Theory of Police Management is a specialized technical course that studies important policy decisions affecting the efficiency of police duties. It discusses the necessity of planning, the meaning of planning and policy decisions, and the planning process, while exploring specific planning and policy directions for police personnel and organizations in the fields of crime prevention, traffic, intelligence, and security.

09 Civil Law, General Part, 1

Korean civil law is a long-established law that has accumulated theories and cases since the Roman law era. Since individual laws in other legal fields follow the concepts and provisions of the General Provisions of the Civil Act, this course provides the foundation for studying other individual laws. As the basis of legal thinking structures, students study the general provisions of the Civil Act, focusing on subjects and objects of rights and elements of legal relations, with the purpose of historical, substantive, and systematic understanding of basic legal thinking systems and the foundation of normative values in law.

10 General Theory Part of Criminal Law, 1

This course explores the basic understanding and guiding principles of criminal law as a whole and studies the establishment of the concept of crime and the systematization of criminal theory, which form the starting point of discussions in criminal law. In particular, students study basic theories of criminal law, theory of act, and theory of constituent elements.

11 Introduction to Police Field Operation

When police functions are classified, they include police administration, crime prevention, traffic, security, investigation, intelligence, public security, and foreign affairs police. Introduction to Police Field Operation aims to study police activities other than crime prevention and investigation. Therefore, through examination of the legal basis and theories of crime prevention, security, traffic, intelligence, and foreign affairs police activities, students learn the principles of police organization and police action and develop systematic understanding through case-based lectures.

12 Advanced Police English Reading

This course improves English reading comprehension so that students can read and understand various original texts and English newspapers. Based on this reading ability, students acquire refined sentences and usage, and further cultivate logical thinking and creativity.

13 Civil Law, General Part, 2

Because the social community in which we live is intertwined with different purposes and interests, solutions acceptable to the majority of people are needed to coordinate such interests. Due to this need, principles of self-determination by intention, self-responsibility, and self-governance developed as the foundation of civil law. Therefore, Civil Law, General Part, 2 studies the specific parts of the general theory of civil law, including declaration of intention, agency in juristic acts, periods, and extinctive prescription.

14 General Theory Part of Criminal Law, 2

Following General Theory Part of Criminal Law, 1, this course studies the theory of illegality and responsibility, which are requirements for the establishment of crime, as well as the foundations of attempt theory, accomplice theory, and punishment theory.

15 Real Rights Part of Civil Law

Focusing on the part of civil law concerning real rights, this course helps students understand the basic principles of the real rights system, changes in real rights, ownership systems, usufructuary real rights, and security real rights, based on institutional and comparative legal understanding of real rights law. It also analyzes the modern functions of the real rights system.

16 Police Administrative Law, 1

This course helps students understand police administrative laws and regulations related to the concept of police, police systems, types of police, police actions, and police organizations, and acquire skills for applying them in practice. To ensure the smooth performance of police duties, students study administrative laws and regulations related to police affairs and learn the concept of police, police organization, types of police, and police actions based on legal texts.

17 Individual Crime Part of Criminal Law, 1

The goal of this course is to analyze, interpret, and apply various types of crimes, namely individual constituent elements, prescribed in the individual part of criminal law. The course focuses on crimes against personal legal interests, such as homicide and bodily injury.

18 Criminal Procedure Law, 1

This course examines the meaning, general principles, and normative independence of criminal procedure law, which is procedural law that concretely realizes criminal law. Based on this, students study the ideals and purposes of criminal proceedings and various procedural devices for the protection of human rights. In particular, with regard to procedures for criminal offenses, students identify various issues in criminal procedure according to the ideals of criminal procedure law and systematize procedural thinking in criminal proceedings.

19 Family Law

Focusing on the family part of civil law, this course helps students understand various legal protections and regulations related to family relations. Students study general legal principles concerning relatives and inheritance based on personal status relations. Furthermore, in order to seek a desirable family system, students identify problems in current family law and explore the legal structure of the modern family system. Main topics include marriage, parent-child relationships, guardianship, support, heirs, effects of inheritance, acceptance and renunciation of inheritance, wills, and legal reserve of inheritance.

20 Police Administrative Law, 2

Following Administrative Law, 1, this course helps students understand police administrative laws and regulations related to police actions and police organizations, and acquire skills for applying them in practice. To ensure the smooth performance of police duties, students study administrative laws and regulations related to police affairs and learn the concept of police, police organization, types of police, and police actions based on legal texts.

21 Individual Crime Part of Criminal Law, 2

Following Individual Crime Part of Criminal Law, 1, this course examines theories and analyzes judicial precedents related to crimes against social legal interests, such as arson and document-related crimes, as well as crimes against national legal interests, such as insurrection and foreign aggression.

22 Criminal Procedure Law, 2

Following Criminal Procedure Law, 1, this course examines the meaning, general principles, and normative independence of criminal procedure law, which is procedural law that concretely realizes criminal law. Based on this, students study the ideals and purposes of criminal proceedings and various procedural devices for the protection of human rights. In particular, with regard to procedures for criminal offenses, students identify various issues in criminal procedure according to the ideals of criminal procedure law and systematize procedural thinking in criminal proceedings.

23 Police Martial Arts

In light of the special nature of the duties performed by police officers and protection personnel, this course helps students learn martial arts for the basic purposes of maintaining health, training the body, and cultivating the mind and character. Martial arts required include taekwondo, judo, hapkido, and kendo, and the course prepares students for complete practical training.

24 Police Criminal Investigation

This course studies the development process of investigations, principles of criminal investigation, and basic principles of investigation. Beginning with the sources of investigation, students study the types and methods of voluntary and compulsory investigations. The course then examines field investigation activities, including initial investigation, inquiry investigation, identification investigation, modus operandi investigation, abandoned property investigation, stolen goods investigation, alibi investigation, wanted notices and inquiry systems, tailing, and stakeout surveillance.

25 Penology

This course studies execution of punishment and correction, the development process of correction, theories of crime causation, correctional treatment and management, classification treatment and progressive treatment, community-based treatment, and security measures.

26 Security Science

This course studies the relationship between social phenomena and protection duties, explores rational means and scientific techniques to achieve such purposes, and examines basic principles and techniques of protection according to various protection environments, as well as protection-related laws and regulations.

27 Criminology

As a comprehensive discipline that studies crime, criminals, and punishment, this course studies criminology based on criminal policy theories such as causes of crime, types of crime, and crime countermeasures. In particular, students study crime prevention, victimology, punishment, and correctional protection.

28 Administrative Litigation Law

This course helps students understand and acquire skills for applying administrative appeal and administrative litigation, including appeal litigation, revocation litigation, litigation for confirmation of nullity, litigation for confirmation of illegality of omission, and party litigation, among administrative remedies. By presenting administrative precedents or hypothetical precedents and having students attempt to resolve them, the course aims to deepen understanding of administrative law theories and cultivate practical application abilities.

29 Police Arrest Tactics

In light of the special nature of the duties performed by police officers and protection personnel, this course helps students learn martial arts for the basic purposes of maintaining health, training the body, and cultivating the mind and character. Martial arts required include taekwondo, judo, hapkido, and kendo, and the course prepares students for complete practical training.

30 Law and Human Rights

This course examines important issues concerning law and human rights, focusing on theories and cases. In relation to this, students explore what roles the Constitution and laws play regarding equality rights among major human rights, and what functions law has performed in the history of human rights, from classical human rights to modern human rights.

31 Criminal Policy

This course studies the meaning and developmental process of criminal policy, theories of crime causation, theories of crime countermeasures, and juvenile criminal policy.

32 Security Service Industry Act

This is a law intended to contribute to the sound operation of the security service industry by prescribing matters necessary for the development and advancement of the security service industry and its systematic management.

33 Introduction to Private Security

This course comprehensively examines the overall content of private security, which has recently emerged as an important field, along with its legal issues, cases of private security in foreign countries, and future directions for the development of private security. With the emergence of industrial society, students study the recognition of the importance of private security, the concept of security based on the beneficiary-pays principle, various related laws and regulations, and the establishment of an efficient and comprehensive crime prevention system using total security systems, including human security and mechanical security systems.

34 Law of Obligation

This course helps students learn basic theories concerning the nature, purpose, effect, causes of occurrence, relationships, and extinction of obligations, and study general theories such as contracts, management of affairs, and unjust enrichment, as well as abilities that can be applied in real life.
